Having probs with Dells delivery -what is the best alternative

I'm extremely exasperated with Dell at the minute. I have a small business and ordered 2 desktops (optiplexes) for 2 new members of staff who started on 1 oct. I placed the order on 16th Sept, was given a delivery date of 1 Oct and was assured that Dell normally delivery sooner than their estimate (by one of Dell's account managers).
Since then I have had 5 notifications from Dell - one a week - putting the delivery date back a week each time. The latest notification is for 29 Oct.
I have sent emails to Dell customer services and the dell employee with whom I placed the order but no one can give me an adequate explanation for the delay - even though I have requested that they contact me.
The cost of the PCs was deducted from my credit card at the start of Oct.
Any advice on the best way forward on this? Any idea how long it will take Dell to refund me if I cancel the order? Who can I order alternative desktops from who will have windows xp (not just vista)?

Sorry but i have not ordered from dell before but if it is taking that long my first step would be to ring them .
Use http://www.saynoto0870.com/ to find a cheap landline or possible freephone number for dell as you do not want to have a high bill to ring them.
Secondly , when you are finally speaking to an advisor explain to them how long your order has taken and that you desperately need them.
Hopefully , the advisor can check what has happened there and then and can give you an explanation. If they can't explain and your not satisfied i would tell them that i want to cancel and that i will go and buy from one of there competive companies.
This should finally , sort it out as i'm sure they don't want to lose custom. So hopefully they will sort out your problem and possibly give you a discount for your troubles. And if you really want you can tell them you want to be reimbused for the call

I will give them a call in the morning.
I really want to cancel the order now but I would hold out if I thought Dell could deliver in the next day or so. Also I'm worried that they will not refund me promptly as I would still need to order from elsewhere and I don't want to be out the money twice.
Also I noticed that Curry's were low on desktops and pc's instore over the last couple of weeks so I'm concerned that if I go elsewhere I'll have the same problems with delivery.0
