What is that supposed to mean? As said above, it helps those that have blue badges find spaces. There are often ones hidden in places, down streets. When I was at uni in Canterbury, I found an entire disabled car park next to the pedestrianonly high street, that was a devil to get too. It was hidden down a little side alley. Actually, I kind of retract my last comment. I just put Colchester in and can't see a single one shown!! Oh, it's not covered, that's why.
