want to cash in my bf's civil service pension

my BF has a PCSPC pension which i gather is now called the "classic" pension.
he had a preserved lump sum of £5,018 and pension of £1,672 pa, this was in 1999.
am i right in thinking these figures will now be adjusted for inflation ?
also my partner is incapacitated for life (he has MS), am i correct from what i have read in his paperwork that he will be able to cash in this pension early ?

the pension will increase by RPI every year untill he retires
He can apply for medical retirement & will get his preserved pension (ie £1672pa plus 8 years of RPI increase) & lump sum (3x the annual pension)) paid immediatly, without reduction for early payment. He can't "cash it in" & get a big lump sum unless, IIRC, he is diaganosed as terminally ill0 -

thanks, that is what i thought i understood from his paperwork.
how do we go about sorting it out ?
there is an address in his paperwork, but that is 10 years old now and chances are that has changed ?0 -
