Missing Trustees - Help!

My late mother left 2 bonds in the name of our children - taken out 15 years ago with Lloyds, now Scottish Widows - the named trustees were mother's passing friends who have completely disappeared. We have tried to trace them but to no avail. Our children have no way of getting valuations or access even though they are now over 18 years old without the trustees permission. Can anyone give us advice as to how to access these bonds. Scottish Widows will not speak to either us or the children. These bonds were to be for university funds. Any advice would be appreciated.
