New laptop - charging problem

I was fixing my neighbours desktop and setting up his new broadband when his wife asked me to set her up on the broadband. This was fine, but then her laptop just cut out. Seems the battery was drained.
The power lead was plugged in, but it seems to have been running off the battery. Is there a setting that would need to be adjusted? It seems the only way to recharge the battery is if the laptop is switched off. If you have the power in and the battery charged, it will run off the battery - not the power.
I don't use laptops but i'm pretty sure this isn't meant to happen.

doesnt sound right.
try running the lappy without the battery in at all,if it wont,it must be faulty.
mine is an old acer and runs either way and all the others in the family have new acers which do charge as well as run from the mains,all run without a battery in too if plugged into the mains.0 -
