Help with my water heating system please!

Hi,
my new (rented) flat has a water and heating sytem I've not seen before. It is all electric, and consists of an ordinary immersion heater, plus a long, thin boiler/pump that runs both hot water and heating. The system is new and seems to be of high quality - the owner hasn't spared the cash in other areas. There is a digital timer for this boiler/pump (it buzzes when on) and it can run either hot water, heating or both. The immersion heater (obviously) heats up the water in the tank, the other thing seem to be connected to the tank and will feed the hot water tank or give instant hot water. This hot water doesn't seem to be hot enough for a shower - it has to travel a long way to the shower and the pressure isn't great. So I have to run it for an hour or so to get a shower. I'm wondering, how expensive is this thing to run, can it be left on or just switched on when I want water (in advance, of course), used in conjunction with the immersion, on its own, or what? Is it just as expensive to put on one system (hot water or heating) or will it cost the same if I have both on the go? I am guessing that each will be less efficient but I don't know. Costs are high - the flat is big and very high ceilinged - so am looking for max efficiency.
