kaupthing edge lost money

I withdrew £35000 from my account on 8 oct and still have not received it on 21st oct. Ing promised me my money by 17th or at the latest today but there is still no sign of it at 1.30. I feel sure that I will not receive it by the end of today. When I ring up they assure me that I will receive my money but it takes at least 15 minutes to get through on premium rate. I do not know what to do now especially as I have £40000 frozen in Icesave.
