who can i complain to??

British Gas owe my son just over £150!!! he had been paying an old bill monthly and we didnt check when it was paid up and it was overpaid. so they owe him more than £150!! british gas know this and have told me what to do to get a refund back, BUT its been since april this year, and he still hasnt got it!! what can i do?? we have written, phoned, phoned, written and now, despite having a letter of authority to talk to me, (and people have been talking to me since april,) they now wont talk to me. however from previous phone conversations they DID have with me, the cheque appears to have been issued sometime during august. I was told this and was also told to allow at least 28 days from the date of issue as it can take that long to go through their system (WHY??). That meant he should have received the cheque at the latest, 14 days after that phone conversation. this was ages ago, more than 6 weeks, and we still dont have the cheque. is there someone i can make a formal complaint to?? besides british gas that is!!!6 months is a long time for them to hang onto our money and can i ask for statutory interest as well??
