Provisional Driving Licence HELP

Hi there. I hold a foreign passport and I was wondering how I can get a provisional driving licence. I have been advised by the post office that they do NOT do premium photo checks on foreign (non EC) passports and DVLA locaal offices only do premium checking service for full UK driving licence (whereas I am looking for a provisional one). Does that mean that I can only send those by post?

Send it by post, you need to sit in a photobooth with no curtain and follow the rules in the booklet.
Then have it signed by someone listed in their rules.
And send it to DVLA.0
