Communal chimney damage

About an hour ago, we heard a rumbling noise and ran outside, to see that a piece of pebbledash had come off the front of the communal chimney. Now we know we have to get this repaired as soon as possible, the problem is our next door neighbour. We have had many problems with her and her family always get involved and take control. The daughter is not willing to agree to any suggestions and demands that we should listen to her and only her.
Any ideas on how best to sort this out?

How is it a communal chimney? Do you live in a flat? If it is a terraced house, then I think you technically own your half of the chimney, so it would depend what side the damage is...0
