Virgin home phone line has been hijacked

Basically my land line hasn't been working for a couple of months (though it appears normal when people dial in, though my phone never rings).
My last two bills have shown a huge volume of calls to premium numbers, Jamaican mobile numbers and UK mobile numbers. Some of these calls have been made when I have been overseas.
However despite all this, Virgin have failed to re-imburse me for the cost of those calls and have still to come and actually fix the fault despite several calls to both the technical helpline and the customer service line.
As it happens the phone junction box across the street has had its cover missing for a few months and I wonder if this has allowed someone to hijack my line. Surely this is the responsibility of the phone company?
Can anyone suggest a next course of action? Small claims court?
