If your laptop has a FireWire/IEEE1394 port then all you need is a cable from the camcorder to the PC. If not and your laptop has a CardBus slot you can pick up a Firewire card for under a fiver (I got 2 for £4 on eBay quite some time ago) and a cable should also be < £5.
Be aware that Firewire comes in 2 plug configurations, 6-pin & 4-pin - your camcorder will be 4-pin and the firewire port/card you choose will determine whether you need a 6-pin to 4-pin or 4-pin to 4-pin cable.
In theory it comes with a USB cable to do the job - but only if you're registered blind and can watch postage stamps. USB is hopeless for digital video transfers from MiniDV tapes.
On top of that you'll need some DVD authoring software.
Can I recommend a trip to https://www.simplydv.co.uk - it's a site dedicated to digital video, and although daunting the folks over there know their onions and are more than happy to welcome beginners to the fold (but don't forget us over here

The camcorder might even come with a cable.
When my parents bought their Canon, it came with a cable, a firewire PCI card for the PC and editing software.0 -

You can - but take along a stiff drink and a chair - when I was perusing PCWorld/Dixons/Currys wanted the wrong end of £25 for a cable that was under a fiver from Amazon (the exact same cable, manufacturer, part number etc).
I ended up with a Sony original from eBay for £3 delivered though
