Build a website

Hi,
never made a website before but have done a spot of programming before, but looking to build a basic enough site with probably 3 or 4 pages. I'm looking for some suggestions on how to do it and whats the best program for it? I'm thinking of using Open Office cos you can save stuff as HTML. Also, any recommendations on a good website/forum where i could get info on web building - nothing to technical or indepth for the moment any ways!

I don't think there is anything simpler and you don't need to install it - just run it from where you extract it
