boiler and hot water question

I own a house that is sitting empty at the moment and when i left it 4 months ago there was hot water fine. I went in to clean it the other day and there is no hot water- now i have informed united utilities its empty however i still have water running BUT i dotn have hot water. I am unsure as to the make of boiler that it is but it flares up occasionally with the pilot light but it doesnt stay lit all the time. It runs the heating and then in my bathroom i have a big hot water tank. could it possibley be the fuse in the box that is beside the tank?? or do i really need to get someon to check it? I am having it rented soon and need a gas certificate. would i be aswell asking the guy who comes to do that if he can see whats wrong??
lol reading back i will be surprised if anyone has a clue what i am on about!!!!

ask the chap who is doing the gas cert, to service the boiler at the same time.
