DIY: Dents & holes in the walls

The house we are offering on has a few dents in the walls - this is not really a problem as OH is confident with basic plastering & repairs. The slightly more comlicated thing is that there is a rail up the stairs and a hole where it should connect to the wall at the very top. It looks very much like the screws were set directly into the plaster and tore out at some point.
Do I need anything other than normal hole-fixing stuff and some of those plastic things (rawlplugs?) that spread the pressure of having screws in the wall?

Still wish I could buy a TARDIS instead of a house!

Quite often there would be wood to fix to at the top where you talk of the rail needing fixed.
Have they used long enough screws? Is there wood there?
If no wood and dealing with plasterboard only, I would use snap toggler anchors, you drill a 13mm hole and push them through, far better than plugs of any description0
