Usual British overreaction by FSA?

We've become used to an absurd over-reaction by the authorities in Britain - notably Granny being read the riot act for taking her tweezers onto a plane etc. etc.
Now it seems the FSA has 'gold plated' capital requirements for banks and hence achieved Clown's 'Clause 4' of nationalising the means of exchange.
One thing you can be 100% sure of, now the mandarins in Whitehall have got their hands on the banks, it'll be decades before the dead-hand of Sir Humphrey lets go. Looks like we're back to the 1970's when the Oxbridge chinless-wonders believed that there role was to manage the orderly decline of England.
BTW, is banking 'institutionally racist'? I dunno, by now it's nationalised there will be hundreds of 'diversity monitors' on the payroll to 'raise awareness' and prove they are needed by "finding" discrimination against borrowers-of-colour. Compo ahoy!
