BT line connection means BT products only??!!

My daughter has recently moved into a flat. The previous occupant had a talk talk account which is deactivated..as is the line. My daughter has been told by BT that they will reactivate the line for £125, and she then must pay BT line rental for at least 1 year.So she cannot get a tiscali package???
Is this the case??

Yes and no. The line was probably an old talk talk LLU line now stopped/ceased so an engineer from openreach must attend to reconnect. You do not have to get BT Retail to do this any other service provider can arrange this if they choose to do so and incurr the costs which they may or may not pass on to you. If you dont want BT why call them an ask for service? you wouldnt call talk talk and ask them to connect a line for free so you can jump ship to tiscali and pay no penalty charges.All companies are equal now and can do everything BT retail can do.0
