Scottish power switch from June yet to payout on topcashback

I'm something of a newb on here, so i hope this is the right place to post.
I sorted my parents with a switch to Scottish power at the end of June, using the 72 quid topcashback offer.
The account shows that the cashback is confirmed but no yet payable.
Is this normal to wait quite so long for the funds to be payable, and did anyone else who made the switch at that time receive their funds yet?

According to the TCB website, average payment from SP takes 9 weeks. You seem to have already waited 4 weeks longer than this. Is there someone you can contact at TCB to push the payment along?
