My partner has a Packard Bell laptop and really enjoys watching DVD's on it. We do not have a tv so what would be reader's suggestions on the best value supplementary screen to give him so he can watch it in comfort i.e. larger but I can't afford an awful lot.

Do you mean you want to purchase a computer monitor so the image from the computer appears on the screen? The only thing you have to be careful with is that you get a monitor with a fast enough refresh rate, because otherwise you will get lines appearing on the picture.

Another option would be to buy a cheap TV (with a scart lead) and then get one of these...

This could work out a cheap option if you are looking to keep the cost down. Make sure that you laptop has an s-video out.

If you don't have a TV already, you won't need a TV license to display DVDs on a computer monitor.
If you buy a TV, you will have to buy a TV license, unless you can prove to the licensing people that you'll never, ever watch TV on it. I remember someone doing this ages ago with a VCR, but I'm not sure how you'd prove it nowadays...

Yes, if the device is a "monitor" without a TV Tuner in it, you don't have to have a TV License.
