Loft access and flooring

I had a quote over the phone of £400 to fit a loft access 3 tier ladder 100 sq foot of flooring and a light, when the guy came today he said our ceiling is too high and to get a wooden ladder but they don't provide them and went on his way. So i rang someone else for a quote explained the situation and they said it cost £398 for the ladder and access alone but they would call round tomorrow for a more thorough quote cause they use a different ladder supplier and might be able to fit an aluminium one. What should i be lookng at paying for this sort of job? we have quite high ceilings just under 10foot upstairs so obviously this'll make a difference. we have a large loft but the 100sq foot will do us and we could always sort a light out ourselves if that adds to the cost.

any advice much appreciated :)

btw they have to cut the ceiling as the present acces is v. small.
