depends how complicated you want it, if you are looking at an online shop then you are probably better off getting someone to do it

  • a piece of paper and some coloured pencils ..

followed by a knowledge of HTML and CSS, practising in a good coders text editor (e.g. the open source editor notepad++) then maybe progressing to use Dreamweaver for building larger sites with templates or scripted languages and databases
  • I'm on a Mac and use either the free to download Taco HTML edit, which helpfully colour codes everything, or Dreamweaver for my main site which has a lot of pages, a central database, and lots of forms and functions....but isn't finished or online yet!

If you can learn HTML then you can do it in a Text Editor. People use Dreamweaver because it has a built in FTP and you can preview your changes easily

Depends what you want to do, if selling on line then as other posters suggest, get someone to do it or learn it

Otherwise, if just a say a catalogue type, local builder, cafe, plumber etc, with maybe a few pics, the try Serif or Netobjects, both have free, but older, versions available to download
