ID needed for benefit

Hi there. This is my first post on this board so sorry if I do anything wrong!
I'm asking a question on behalf of a friend - her contract has just finished and she has no other work to go to so she has an appointment next week to find out about JSA and housing benefit.
Unfortunately her purse got stolen today and her provisional driving licence was in it. She doesn't have a passport and she's worried that she'll need photo ID.
I'm guessing the best idea would be to phone them when they open on Monday. Until then, does anyone know what the rules are or what she should do in this situation? She's British and pays council tax so would some combination of council tax / birth certificate / NI card / bank statements be acceptable?

birth certificate, council tax bill etc would be fine i don't think they use photo id for benefit purposes.
