New Neighbour's house renovations

We got a new neighbour around 6 months ago, first off he tore up all the plants in the front garden and is now storing all sorts of bits of wood an plastic there.
Then we received planning permission for an extension to which we have no objection.
2 months ago came the lean to, about 8ft high and made of plastic (looks awful), there are screws coming through the fence at head height and sharp(previous neighbour put fence up years ago but was very solid and I assume his responisbility), the drain is currently over the border although attatched to his lean to an raining into our garden, he did say he will be collecting rainwater for plants.
Last week came the trellis, turning a 6 ft fence into about 8ft, I did ask at this point if he could sort out the drainpipe so that it drained onto his property and he assured me he would but still hasn't.
I guess my question is how long should I leave it before asking again and what do I do if it still isn't done?
I am not difficult and certainly do not want to cause any problems.
