Car insurance and double yellow lines

If person A is parked on a double yellow line with the engine running and someone in the passenger seat, and person B reverses (i.e. knew the car was there and wasn't coming round a blind corner for example) into the car, can person B's insurance refuse to pay up because A was on double yellows?
