More Icesave questions...

Hello all,
Like many of you, I have my savings sitting in my Icesave ISA (ironically transferred from an NS&I ISA a couple of months ago - hindsight is a wonderful thing!), and have a few questions, having checked the FSCS website, here, and money supermarket and a couple of press articles. Does anyone know the answer to these, or is it all TBC?
1) Can Icesave ISA customers port their money to another ISA (once we eventually receive it...), on top of the 3.6k annual limit? Or is the accumulation lost?
2) Will customers be refunded the amount invested, plus any interest accrued, or is that just wishful thinking? HMT website says that "Arrangements are being put in place to ensure that all ISA customers of Icesave will continue to benefit from the tax-free status of their accounts." - what does this mean??
3) When will the FSCS be sending out these letters to customers, asking them to complete forms to quick start the compensation process?
