I'll try to explain my enquiry as simply as possible...
Will icesave ISAs get anulled, and thus allow us to effectively open a new ISA within this tax year?
As this is exceptional circumstances, will icesave ISA savers be allowed this?

According to Martin, this will be possible. I am hoping the same. Not sure where we will get it put, as ideally I am sure we would all want Natwest!

The Treasury has said:- "Arrangements are being put in place to ensure that all ISA customers of Icesave will continue to benefit from the tax-free status of their accounts".
