Scottish Power - pricing error?

Since when has daytime electricity on E7 been cheaper than standard rate?
I was just looking through Scottish Power's tariff

On page 10, it gives the price of Electricity, no standing charge, paid quarterly.
Here are their prices (inc VAT) for the Eastern Region:
Single Rate
Initial 225kWh: 18.441p
Remaining units: 12.751p
Night units: n/a
Two Rate
Initial 225kWh: 18.300p
Remaining day units: 12.151p
Night units: 6.363p
Is this an error or why would anyone not choose E7?

I recall that 2 or 3 years ago exactly the same situation occured in London with one of the companies - the daytime tariff for both Tier1 and Tier2 was cheaper on E7 and the night rates were a 'bonus'
Mind you those prices are very high and I suspect that BG Click 6 would be cheaper - possibly even using a normal 24/7 tariff for all heating.0 -

I haven't bothered to work out the various prices for E7 tariffs at various consumption amounts - although clearly BG Click 6, and EDF would be cheaper than SP in all cases.
However an interesting comparison is someone on that Scottish power E7 tariff switching to 'normal' BG Click 6. Leaving aside discounts, someone using SP and using 50% on Economy 7 rates would pay less on Click 6.
Bearing in mind the inefficiency of storage heating(i.e. leaked/wasted heat) I suspect Click 6 would be cheaper in real terms even if you got your economy 7 percentage up above 65%.
It seems to me that all of the companies are making Economy 7 less and less competitive by increasing E7 rates dramatically.
For instance the rates in Nov 2005 for the E7 Tariff on BG fixed to 2010 for Eastern District are Tier 1 = 15.309(for 225 kWh) Tier 2 = 9.385p Night rate = 1.953p
So with BG Click 6 Tier 1 = 32.143p(for 125kWh) Tier 2 = 12.068p Night Rate = 5.584p:-
Tier 1 has risen by 17%, Tier 2 has risen by 29%, Night rate has risen by 186%!!0
