Ho to Get Home DVDs onto a Website

Hi
am ripping my hair out in frustration and am hoping some of you clever ones may have an answer to my problem:
I have quite a number of home recorded DVD's - i.e. recorded on our camcorder and transferred to DVD (no copyright issues). Each DVD has a number of 'titles' / chapters between 10 to 30 generally where we have recorded different events.
Our problem is that we want to upload each of these segments as individual 'movies' onto a website. Ideally we'd like a thumbnail on the site which you click to start the video in (preferably) full page mode with a good quality picture.
The dvd segments are VOB files and I do have Premier Elements 3.0.
Each dvd plays all segments (titles) in full page mode through Windows Media at an acceptable quality BUT I cannot seem to be able to re-create that quality through converting directly to flv files without editing which I really would like to be able to do (using free software for the mo) or indirectly by converting first to avi - editing through premier elements, then exporting as an flv file.
I'd really like to keep costs to a minimum but would be willing to fork out a small amout for the right software.
Does anyone have any suggestions on how I should actually be doing this?

No need to convert, you just need a DVD 'ripper'. Though I'm not sure if they do individual chapters or not.
SmartRipper may do it. Though that creates .vob files.
