REG.exe - Application Error (0xc 000142) Can anybody help?

Hi all,
I'm really sorry to do this! I know it's cheeky hoping to post on Martin's site and pick MoneySaver's brains for techie advice but my computer's broken down just as I've got to Uni and I can't afford to get it repaired at the moment.
Basically, I can turn it on, open up applications then after a while - it seems regardless of which application I have opened - it displays the following message in a box in the middle of my screen;
REG.exe - Application Error
The application failed to initialize properly (0xc0000142).
Click on Ok to terminate the application.
But clicking on OK only retreives the same mesage and no amount of clicking will force the message from my screen! I've tried Ctrl-Alt-Del, which brings up this message:
Task Manager
Task Manager has been disabled by your administrator.
But the computer is a lapotop and I'm the only user.
Finally, I am unable to shut the computer down and end up turning it off without doing so. I've run a virus check which didn't find anything and I'm getting desperate! Any help or shared experiences would be very gladly welcomed!

If you read http://www.daniweb.com/forums/post500908.html, just below halfway down you'll see something like what you've mentioned. Follow the instructions there, it worked for that person.My suggestion and/or advice is my own and it is up to you if you follow it, please check the advice given before acting on it.0
