    People who do not have a VAT No, are not always on the fiddle. Some small businesses may not have a turnover large enough to be VAT registered.
    However, your builder does sound a bit 'iffy' and is certainly not very reliable. They probably realised that their bluff had been called and caved in to avoid hassle with the Trading Standards.
    Best to cancel and find someone who is recommended.
    I can afford anything that I want.
    Just so long as I don't want much.
