Electricians - are they reliable?

I had a re-wire done through a friend by her boyfriend in July and after the work he said he would come back to put ceiling roses back when my replastering is finished. Anyway I said ok and paid him the full amount.
So the other week it was arranged that he would call the saturday morning to put my ceiling roses back up, repair an unlive socket in the kitchen and find out why my daughter's bedroom light switch does not work (this all included in the cost £2800). No texts and phone calls so at eleven am I said to my daughter 'well it looks like he is not going to call' so we went shopping. My mobile on all day no texts. I found out later that him and gf had an argument. So she told him to arrange it with me, the next saturday I was supposed to hear about him coming to my house. Again nothing. So I email my friend saying sorry to bother her but I really need to put the shades up and that I have tried doing it myself but can't reach on ladders. He phones me and asked if I am in Sat so I say until 11am then back at 4.30pm after my nephews 1st birthday party. He said depending on what time he gets up he will call in the morning or after 4.30pm. so he does not call in the morning so off I go to party and I get back exactly at 4.30, he has called me on mobile while driving so I call back (his phone switched off) and then I send a text to say its ok to call now. His gf texts me to say ring him which i try to do but its switched off. No call back or textthat evening and so I have decided to leave it.
I have managed to put one light fitting up (problem is I am short at 5ft 6" and even on ladder its a stretch, so will have to find what fault is of light switch and socket myself. I do know how things are connected but my daughter's light switch looks ok so maybe light fitting in her room.
I don't feel like chasing them up again. It would only take him five mins to find the fault.

hi I am not an electrician, but have also had my house rewired this year, so know what you are going through (what a flippen mess it makes)
I would puruse the electrician, but one thing that concerns me is that the fault should have been found when they did their test at the end of the rewire? I havwe just dug out my paperwork, and at the end of the rewire the electricians spent 1/2 day testing lots of thinsg and writing lots of numbers down (meant nothing to me), they then came back later and said it had passed - they found one fault whilst tehy were doing it (a nicked wire), that did not pass so they replaced there and then - so I am surprised that he was able to do these tests without the light working?
I then got a certificate from NIC EIC to prove it was all legit and so if I ever sell teh house I can prove it was rewired to the right standard
Find out why it was not working, it could be something simple, but with electrics they need to check this, as very easily things can go badly wrong, and if something was due to the require this might affect your insurance in case of a fire or anything0 -
The test was done before the plastering and everything worked as far as i was aware. I have my certificate but the tester was only here half an hour. I think the plasterer has damaged some bits. Eg my phone was broken and it was found to have green water in it. He used a green coating everywhere before the plaster was put on. I am guessing he has loosened all sockets (as I have had to tighten them up) and I think he has damaged them in error. Not all electricians are useless, it is like saying all shop workers are rude or Dr's receptionists are dragons (ok so they maybe, just joking).Please do not make generalised assumptions because it is not true, your are having problems with one electrician.0
