For my sins I look after a friends property while they are abroad.
The property had a gas hob and a back boiler with gas fire in front. Last year the gas inspection was done and the property passed, on the gas certificate it was noted that the flue didn't meet current regs, but the appliance was still passed. This year the inspection was done and the CORGI guy tells me that the rules have changed and he is not happy to issue the certificate because the appliance doesn't mean current regs. He is not putting a "do not use" sticker on the appliance, just saying he is not sure if he wants to issue a cerificate.
He did offer to quote for a completely new system as this one is very dated.
Just want to know if the rules really have changed in the last year? If another CORGI guy would pass it (it was inspected 2 years ago and passed with no additional comments on the certificate.)?
Is it really allowed to say an appliance is not good enough to give a pass certificate for, but not bad enough to get a don't use sticker?
I feel I am in no-man's land. I did ask the CORGI guy if the appliance can still be used and he said it was safe to use for the moment.

Apparently there is nothing wrong with the appliance as such, but the flue/ ventilation doesn't meet current regulations. It did last year but the regulations have been tightened up and it shouldn't pass this year.
He said tis not dangerous but doesn't meet the current standards. I did query whether it needed to meet current standards if it wasn't dangerous and met the standards in force when it was installed and he said that would have been OK last year but isn't OK now as the rules have been tightened up. I don't even know whether its the ventilation to the appliance or in the room in general.
