Do i need planning for a garage or carport?

The garage is a fold away design, its electric from 5300mm lengh, would close down to just 1000mm, the height is 2800mm. The garage is made of aluminium frames, using a electric roller door, the supply can be direct to your wall socket, it also has battery back up and solar panels to charge the batteries.
Now the garage needs metal tracks x2 to be fitted to the ground, this can be done with normal bolts, about 10 bolts in total, so the garage can be moved easy anytime.
So would this garage need planning permission?
As the garage can be moved within minutes once the bolts are taken out its not really like other garages that must be set in the ground or that need footings made, and with this one the size can be made short or long via the remote control anytime, any idea's
