Executing a will - solicitors

My father's will names me and a brother as executor. He has only just found out and does not want anything to do with it. However he refuses to stand down as executor, but says he will get a solicitor to act for him. I am willing to do the whole job myself.
If he persists, can he make the estate pay the bill, despite there being no need for a solicitor ? And how would it work in practice, as I would still be an executor as well. I imagine a solicitor would want as much work out of it as possible. There are only a few bank accounts to close. The house is in Joint names so does not come into it. There will be no inheritance tax to pay, and the entire estate is to go to my mother.
