Reconnect a Landline (Advice Needed)

Hi all. I was reading the 29.99 connection thread and someone had posted that if you have a dialtone on a line it can be connected for free. Well I moved into a flat recently, its not a new build and has a phone point with a dial tone. I rand BT to ask about reconnecting and was told it would be 125 quid!!!!
Is this correct? If there is a dial tone on the phone should it really cost them that much to reconnect it.
I really want to take advantage of the free broadband offer through talktalk so dont really want to sign up for an 18 month contract with BT.
I looked into going down the post office connection rout but they wanted to charge 115 for coonection as well. I find it odd that its not a new build property and has a dial tone on the line... any advice anyone???

Following the deaths of a couple of elderly relatives fairly recently (both had standard BT lines), I made a point of advising BT that probate was being applied for, that the houses were being sold and would they 'stop' the lines as opposed to disconnecting.
Inevitably, things dragged on but, in both cases, a dial tone was still present 3 months later. Dialling 17070 confirmed the previous number but it wasn't possible to dial out or call in though.
I doubt whether that would have been the case had either handed their line rental to another (LLU) provider.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0
