I would second the 2nd hand equipment suggestion. New stuff is so expensive and you can often pick up a great deal on second hand stuff. A few stores round offer part exchange for new items, and Ive got bargain second hand items.

Try aquarist classifieds online, and you really, for that number of goldfish, want to be looking at a 60gallon tank, they do have the genetic potential to reach 12" which is a big fish, so unless you do have room for a 4ft long tank thats a min of 18" deep and 18" wide, you will have to rehome a couple.
Whilst they may look ok, you cant see the damage being done by too small a tank (bear in mind these fish are really pond fish, even the fancy ones were bred to be pond fish and thats why they developed all the fancy colours and fin shapes and head shapes ... to be viewed from above!).

Bear in mind if you buy a second hand tank you may well need to strip off all the silicone except that actually between the panes of glass and replace it with aquarium safe sealant, its not expensive but its a stinky pain in the bum job to do. Otherwise you risk the tank leaking and thats no fun at all!

Definately use tap water conditioner from a shop rather than rain water as the parameters of rainwater can change very rapidly from one day to the next and this will stress your fish out.

I don't use rainwater, the thought never crossed my mind but I know from going on a fishkeeping forum that some people do so I couldn't really comment if its better for the fish or not......I ALWAYS use dechlorinator, its about £3 from my local fish shop and lasts a while cause I only need to use a small amount.

My fish seem to do fine on it......
