leaking roof

hi there! new to this forum so sorry if its not in the right place.
About 2 days ago my bedroom ceiling started leaking and the water was running down the wall, in my sons room it is the same but when i touched it a big peice of plaster fell out and it is all rotten under the paper.
I called a builder out on advice from my insurance and after getting on the roof etc. he said that the fascia boards have been put on wrong, he said they had been pushed under the eaves therefore shunting the roof tiles up at right angles to the other tiles and the water was running back into my roof.
Another builder confirmed the same and has said over the years it has rotted away the felt and batons and also the outside wall will need repointing and inside replastering.
We are not covered on insurance as it is classed as wear and tear.
Can i contact the company that put the fascia boards up? it was about 7 years ago and it was the local housing authority that did it for free (we own our property) when they were updating the other properties.
Any advice on what to do next would be greatly appreciated as it is going to cost us a lot of money.
