Its the transporter. Their responsibility is everything up to the meter. Yours is everything after. If it is a private transporter they may charge to maintain or repair, transco should do it for free (or national grid). Same for water and elec.

Why do you need to know?

thanks -we uncovered water supply pipe and gas pipe yesterday -call transco to confirm is gas pipe -yes suggest should think a new one as old metal -40-50 years ? and I must contact my supplier =Atlantic-call them say is National Grid-call them on 0870 ! say 10 weeks and my cost -! but are other pipe installers he told me call consumer focus -they say maybe and gave me numbers -call a few and alll say is Nat Grid as they can not do other transporters-and is my cost -!! also normal for 10 week wait -ask what if a gas pipe breaks-they say reapir and then wait 8-10 weeks !
confused ? now we re lay the old pipe nice and carefully -as no access we need our drive back and tarmac timed for next week .
bring back the good gas board and water board -thathcer was wrong to privatise utilities .
