Lloyds TSB Plat 9mths 0% - BT rate ?

Martin's latest CC report has this at 0% BT charge, but the website T&C has 2% min £49 or am I missing something

I applied about a month ago (unsuccessfully) and there was no charge stated on the website then, maybe it's changed recently.
