Food shouldn't be refrozen in the same state. However if it was raw, then you cooked it, it would be fine. It sounds as though you have frozen it in the same state so I don't think I'd be happy to eat it. Saying that, I have done it with bread but wouldn't ever chance it with meat or fish products.

We have an existing thread that may help:

I'll add your thread to that one later.

Sorry to correct but not totally correct. If an item is defrosted in a Fridge (as long as the fridge is below 4 degrees) it is in the same state as when purchased so can safely be refrozen. I know this doesn't apply to the OP but I thought it was worth clarifying. If you do a quick google search there are plenty of resources backing this up.

How long was the freezer off and was is completely defrosted. I have refroze food that was partially thrawed but read if it still had ice crystals in it then it could be refroze.

How long was it defrosting before you discovered it? Was the food still icy-cold? The reason I'm asking is that I'd be worried about bacteria growth if the food got too warm.

The reasons people are told not to refreeze thawed food are:

    A) Because thawing outside a fridge increases bacterial growth and therefore the risk of food poisoning. And,

    B) Refreezing damages the texture of the food.

You can refreeze food if it thawed in a cold environment but it might not be as nice after the second time.
