Citibank ignores switching request

In July, I signed up for an A&L current account to benefit from the £100 switching incentive. Citibank are not providing the details to A&L and any communication with Citibank is fruitless:
  • 28/07/2008: A&L sent switching request to Citibank
  • 05/08/2008: A&L informs me that they had no response
  • 14/08/2008: Citibank told me that they take 4-6 weeks to respond
  • 08/09/2008: Citibank told me to phone again in 2 days
  • 12/09/2008: Citibank told me that the request was never received
  • 12/09/2008: A&L re-sent the request to Citibank
  • 23/09/2008: A&L informs me that they had no response; switching process suspended again

I am at my wits end. Obviously, I could set up the SOs by hand but then I would miss out on the A&L incentive.

Any suggestions?
