Urinal plumbing regs

I work as an emergency plumber , looking for info and opinions on regs re urinals from other plumbers on here .

Recently I seem to be unblocking a lot of urinals usually due to inadequate water flow. I usually fit cistermiser infa red but expensive and even more expensive is using the 240 v option . Had problems with classic cistermiser in the past such as having to repipe to get pressure drop.

I`ve always thought that the Spanish solution was the best , thats simply a mains cold feed with a self closing tap . I saw this set up in the UK this week and enquired at the merchants and the taps are around £40.

So my question is am I allowed to pipe up urinals this way in the uk? Do I need a double check valve? Do you think the British public would know to flush the urinal after use or do you think no one would flush it and it would still block due to not enough water flow? ( at least the owner/ bill payer would flush it anyhow)

Where would I find regs? I googled and IOP said regs had now changed to allow different urinals but didn`t specify.
