Scottish Power(Fixed) & standing charge?

Hi just checked my first bill on line (fixed energy online until 2011) & noticed a standing charge? is this correct?

    I think they offered an alternative as they do on most if not all of their tariffs

    Either a daily standing charge or a no standing charge but with a 2 tier pricing system.

    It appears you agreed to the standing charge tariff but no 2 tier pricing (not to be confused with a dual rate tariff i.e. E7)

    As long as you use at least the maximum amount of tier 1 units in any quarter, it probably works out the same price.
