Plastering a ceiling

10'6 x 9'6 (3.2m x 2.9m) approx size of room £380 in Cornwall
to skim over the ceiling and do the coving in the bedroom (£300 labour and £80 materials) He has said that what he will do is put plaster board straight onto the artex that is already there and then go over that. He has also said that the wall paper will need to be removed before he can do the coving,
Is this a fair quote. Is it normal to put plaster board straight over the old artex?
Hope someone can guide me. Also how much do you think it would be for a room of this size to have the walls reskimmed?
A big thank you.

It doesn't sound unreasonable if coving is included. Putting plaster board onto artex is what we had done in our hall: it was very straightforwards, but the ceiling was in poor condition. In another room he just skimmed over it, which was cheaper.
You could do a search on this forum for other prices: plastering was discussed fairly recently. If you do want your walls skimming then have it done at the same time as it should be cheaper than separately.Debbie0 -
Thanks - it really is in bad condition, large cracks and chunks missing, and gaps round the edges.0
