central heating: low all the time or short bursts of high?

With gas central heating, is it more effecient to leave it on all day on very low, or to only turn on when we are cold at a higher temp? There is generally someone in the house all day.

Also, if all the time, do people turn it off overnight or leave on 24 hours? We also have a log burner, but this doesnt heat the whole house very well, only the room its in to a scorching level. I do also like to open windows in the morning, even on a cold day so dare say this would off set any 24 hour heating, but I hate stuffy stale air
