Home safety rewire grants HELP!! ! !

Hi can anyone help???
We've just been hit with the boiler going but thankfully the council have helped us out with the care and repair scheme they run and have replaced it. But i have been told that my house needs a full rewire as none of the sockets, light switches or lights are eathered and i am afraid just incase my little daughter puts her finger in the sockets or plays around with them and leaves one on. the council have come and done thier part and earthed the boiler. (The council have been great and i cant fault them on the work that they've done)
My situation is that Me and my wife own our home and we have a little girl who is 2 years old. I earn £18,424 which when you look at it is not that bad, and my wife is a stay at home mum. We are scrimping and saving every little button to what we believe is bringing our little girl up the right way by having a stay at home parent. We have just as much going out in the month as whats coming in. We have just paid off nearly £30k worth of debt in the last 4 years, and this month was our last payment to finally being debt free (apart from mortgage)
Theres no point for the wife to go back to work as after everythings paid out, new car, insurance, tax, repairs, running costs, child card, time etc will probably only be round about £100 better off a month for what, to run ourselves into the ground, to become stressed and end up on the sick costing tax payers money.
As you can see we are stuck for money and even if we take a loan out that will just increase our out goings. We only spemd £25 a week on food as it is for the 3 of us.

Can anyone help !!!!! do you know of any grants available to help towards a rewire??
