rip off patient line phone numbers

I have a friend in hospital and he has access to a patient line telephone.Only trouble is is that if you phone it you are charged a rip off rate of 39p per minute.
Is there a way of pre dialling a number or anything that can reduce the charges.
It's seems a very cynical way of the nhs making money

Yes the NHS is getting worse for this sort of thing. They now also charge patients to watch TV. Outside contractors instal & maintain the equitment, charge what they want and give the hospitals a small precentage..GONE ENGLAND0

There is an old thread here regarding patient line with some links to other threads in it but have only skimmed through the thread so not sure if there is an answer there for cheaper calls.

I'm on Oranges OVP copy of T Mobile Relax 200.
I called 150 from my orange phone (for free) and asked how much it would cost to call a number starting XXXXX (can't remember the number but it was for Lincoln Hospital and was Patientline).
They told me it would be 12p a min. Better than the rates you get from landlines so I went ahead and made several long calls.
Anyway, bill came - calls were included in my free minutes!!! Result!0
