Not necessarily, because lots of them include penalty clauses, which are not allowed under contract law.
Also, any contract that may exist is with the driver. How can a private parking firm find the driver? They can't. The only details they can get are those of the RK from the DVLA. The RK is not obliged to divulge the driver's details or to pay any charges due by the driver.0
