IE won't let me use an active x control

Hi,
when I go on a particular website, it requires an active x control to work properly, but the information bar in internet explorer comes up saying "Your security settings do not allow websites to use activex controls installed on your computer. this page may not display correctly." I have tried adding the site to the Trusted Sites Zone, and also setting the security level for the zone to Low, and all the activex options are set to 'enable' on the custom settings. but it still doesn't work even after restarting IE and pc. Anyone know how I can fix this?
