This has recently appeared at the bottom of my screen.

I click on it and nothing happens.
Is it a virus?

Have you signed up for some of the web based email systems -some of them offer the ability to download a tool to monitor the online 'in' box

To remove Norton completely you need to run the removal tool
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2004110113064039?Open&src=bar_sch_nam&docid=2004010508323006&nsf=nav.nsf&view=5faa3ca6df6f549888256edd0061c0a4&dtype=&prod=&ver=&osv=&osv_lvl=That gum you like is coming back in style.0 -
It looks like you have downloaded a web based email that is installed in your system. Possibly adware like Incredimail. These can be hidden amongst downloads for winks, emoticons etc. Any chance you or anyone else in the house could have done this? As others have said run Ad Aware
https://www.lavasoft.com
And
Malwarebytes malware removal tool
ww.malwarebytes.org/
Uninstall Norton and makes sure you have a decent free virus checker. AVG is good. Run that as well.
My hunch is it is adware and needs getting rid off.0
